Objective:
To reinforce the law enforcement agencies’ drug intelligence capacity in order to improve their investigative capacities.
Update of criminal analysis techniques and technical capacities of law-enforcement agencies, creation of an interagency drug trafficking data exchange system.
Implemented activities:
- Assessment;
- Provision of equipment for law enforcement HQ;
- Provision of equipment for law enforcement Units;
- Training on management of drug intelligence for Police, Custom, Border Guards, and Security Services;
- Launching of creation of inter agency database on drugs;
Progress: Belarus
- A limited number of i2 licences, including the following products (Analyst’s Notebook, iBridge User, iBridge Developer, iBase Designer) were procured for and delivered to the Ministry of the Interior, State Customs Committee and State Border Guards Committee. Due to lengthy customs duties exemption procedure the software was put into operation in February 2007. Below is the feedback on i2 use from two recipients.
Border Guards:
I2 was first used to process data in a case when synthetic drugs were found in a bus that arrived from abroad in February 2007. The objective was to establish individuals who were making telephone calls at the time of drug detection, because applicable procedures failed to find the owner (courier). The data obtained was used in the course of a passenger check; subsequently information on suspects and their phone numbers was entered into the SBGC data base.
The second I2 use was when we analyzed telephone connections of someone suspected of illicit drug distribution. The software was used to analyze telephone connections made by the suspect over a year, which helped greatly reduce the time for checking available materials.
We envisage future uses of I2 programmes in their integration with the existing databases of the State Border Guards Committee (in particular, automated passport control system).
Ministry of the Interior:
“I2” software was received on February 5, 2007.
By now the software has been installed in the Department for Drug Control and Combating Human Trafficking and the Department for Investigation of High Technology Crimes of the Ministry of the Interior of Belarus.
The following has been accomplished during the product use:
1. Using iBridge, a schematic has been created to search and display information in a graphic form from the current database with regard to persons involved in high-technology offences and a similar data base run by the Department for Drug Control and Combating Human Trafficking for persons involved in drug trafficking.
2. Trials have been conducted to see how “I2” can be applied to solve different types of crimes, with the following conclusions drawn:
- I2 is effective in documenting criminal activities of a ramified group of persons and analyzing links inside a criminal group, identifying roles and responsibilities of each and every group member.
- I2 is effective in event analysis with a breakdown of events by the time scale.
- I2 is effective in analyzing financial transactions and telephone connections of a particular user.
At the moment no crimes have been solved using “I2” because it is used in a test mode. There are ongoing tests to see how “I2” can be of use in handling different crimes to identify and develop more effective techniques.
- 5 drug enforcement officers from the Ministry of the Interior, State Customs Committee, State Border Guards Committee went on a study tour to the Criminal Police on Lithuania to learn about the experience of their Lithuanian counterparts in i2 use;
- 10 police and customs officers and border guards were trained on i2 capabilities in a 10 day national training provided by i2 distributor in CIS Real Systems (Minsk 2006);
- 5 drug enforcement officers were familiarized with criminal analysis techniques presented by French police in the regional workshop on Criminal Analysis (Kiev 2006);
- Operational capacity of the Drug Control Department of the Ministry of the Interior and its regional units were enhanced through provision of equipment, including surveillance equipment, a vehicle, a video endoscope, etc.
Ukraine
- Common EU approach and methodologies in line with EU standards in the field of intelligence sharing adopted by law enforcement agencies in the field of criminal analysis.
- i2 analytical software and hardware for criminal analysis and interagency drug database delivered to national partners.
- 3 senior officers from Security Service, Ministry of Interior and Border Guards Service visited the Centre for drug trafficking combating and analysis in France (OCRTIS) where they were familiarized with EU model of criminal analysis and usage of analytical software as well as experience in information sharing.
- Basic training on drug intelligence and criminal analysis in accordance with EU standards was provided to representatives of Ministry of Interior, Security Service, Customs and Border Services on Criminal Group and Case Analysis, General and Comparative Analysis, Operational Analysis, and Analysis in Telephony.
- The creation of inter agency database on drugs was initiated and entered final stage of integration works.
- The training on management of drug intelligence for Police, Custom, Border Guards, and Security Services was postponed until the launch and trial of interagency database (scheduled for the next phase of the Programme).
- Drugs research capacity of the forensic units of Security Service of Ukraine was reinforced through procurement of high quality and performance class of instruments – gas chromatograph- mass spectrometer (“Finnigan Focus DSQ”).
Moldova
- Common EU approach and methodologies in line with EU standards in the field of intelligence sharing adopted by law enforcement agencies in the field of criminal analysis.
- i2 analytical software and hardware for criminal analysis and interagency drug database delivered to national partners.
- Basic training on use of i2 analytical software conducted for 10 officers from all law enforcement agencies.
- A study tour to Augsburg, Germany organised for 5 senior law enforcement officers; The tour was focused on the use of analytical tools in the day to day management of Police.
- Advanced training on drug intelligence and criminal analysis in accordance with EU standards was provided to two representatives of Ministry of Interior (Minsk, Belarus).
- The database on drugs was created for the use of the departments of Moldovan Police on the basis of i2 software.
- More than 10 crimes efficiently discovered with the use of i2 software during last three months of 2006 by Criminal Police, including one organised crime organisation uncovered.
- The evaluation mission was postponed to the next phase of the Programme because acceptance of new analytical software (i2) and its initial trials took longer time than initially envisaged.
Activities planned for 2007:
The first two phases of the BUMAD programme provided some equipment and training to drug intelligence units of Police, Customs, Border Guards and Security Services. BUMAD 3 will assist establishing inter-agency drug databases and introducing advanced criminal analytical methodology and software.
Project activities also will provide support to the State Forensic Centres of the Ministries of Interior/Security Services. The services’ material and technical basis will be strengthened in order to improve expert drug analysis and to pool a database of drug samples. This is to improve forensic expertise in the interests of criminal investigation and judicial procedures.
The project will comprise further advanced management training on drug intelligence for Police, Custom, Border Guards, and Security Services. |
