Drug Prevention Programme

Objective:

To establish an integral system in the area of prevention work among population especially among the teenagers and young people. Introduction of new methods of drug addiction prevention and improving anti-drug addiction campaign methods in schools;

Implemented activities:

  1. Assessment of current preventive measures of the Police;
  2. Establishment of a prevention capacity;
  3. Implementation of a Police prevention campaign.

Progress:

Belarus

  • With assistance of EU expert, instructors of the Police Academy developed a 12 hrs teaching course on drug prevention. The course has been introduced into the 1st year training curriculum of all Police Academy’s specialties, as well as into its professional re-training program.
  • Two specialised classrooms of the Police Academy were re-equipped, where as of this academic year, cadets undergo a course called “Drug Control and Combating Human Trafficking.” The computer classroom has been connected to a local network, which will enable the Police Academy to organise interactive lessons for the cadets. Aside from the computer class retrofitting, the BUMAD Programme procured the newest drug enforcement literature, as well as placebo drugs.
  • Under the leadership of EU expert and in co-operation with the Chief Narcologist of the Ministry of Health of Belarus, Ministry of Interior and NGOs developed The Manual for Drug Use Prevention, which described short-term and long-term effects of various narcotic drugs on the human organism, methods of drug prevention work with children and teenagers, legal acts of Belarus in the area of drug control and enforcement, drug-related slang vocabulary, as well as contact addresses of the NGOs ready to help drug users and co-dependents. The information contained can help a broad range of specialists to conduct drug prevention work among children and teenagers.
  • The Minsk Region became the venue for a youth-oriented drug prevention pilot campaign called “The Minsk Region Against Drugs.” The prevention campaign was organised under a general co-ordination of the Administration for Physical Education, Sports, and Tourism of the Minsk Regional Executive Committee. Among other active organisers and participants of the campaign were NGOs “Mothers Against Drugs,” “Republic Against Drugs,” Belarus National Youth Union, representatives of education, health, and police departments.
  • Best practices of the prevention campaign shared at the regional conference hosted by Moldova (2005).

Ukraine

  • New Police prevention strategy drafted and adopted.
  • Equipment delivered to the Police Academy, police staff trained.
  • First joint Police and Narcological Service pilot campaign on drug Prevention in schools implemented successfully.
  • Experience of Police prevention work shared with the peers from the BUMAD region at the regional conference in Moldova.

Moldova

  • Curriculum and manual on drug prevention in the community developed and implemented in Moldovan Police Academy; as result more than 100 police officers went trough drug prevention course.
  • Equipment delivered to the Police Academy.
  • Ministry of Interior developed its first internal strategy on drug trafficking combating and prevention based on National Strategy, which was adjusted in conformity with the expert’s recommendations and local needs.
  • First joint Police, Mayoralty and NGOs pilot campaign on Drug Prevention in the city of Balti conducted for the teenagers’ target group.
  • Experience of Police prevention work shared with the peers from the BUMAD region at the regional conference in Moldova.

Activities planned for 2007:

A pilot prevention campaign has been implemented under BUMAD 2. It covered specific areas, with compact location at the targeted region. Further support will be provided in the form of multi-sector drug prevention campaign within one region/city. The drug prevention campaign will benefit to selected area trends on drug demand reduction (primary prevention) in youth environment. Different components of social life will be targeted (sport, education, entertainment).
